23. How does the Government monitor the progress of coal production by the private allottees?
The Coal Controller's Organisation (CCO) is the agency responsible for reviewing and monitoringthe production of coal. However, the CAG found that the CCO has been highly inefficient
and ineffective in discharging its duties -
● CCO did not conduct any physical inspection of the coal blocks. Even the current data on
production is questionable, as it is provided by the companies themselves, and not physically
verified by the CCO.
● CCO is expected to review the progress of allotted coal blocks on a monthly basis. However,
this was not followed.
